Kumlu, konfederasyon genel merkezinde d\u00fczenledi\u011fi bas\u0131n toplant\u0131s\u0131nda, 2821 say\u0131l\u0131 Sendikalar Kanunu ile 2822 say\u0131l\u0131 Toplu \u0130\u015f S\u00f6zle\u015fmesi, Grev ve Lokavt Kanunu&#8217;nun 19831e y\u00fcr\u00fcrl\u00fc\u011fe girdi\u011fini an\u0131msatt\u0131. 12 Eyl\u00fcl askeri m\u00fcdahale d\u00f6neminin ola\u011fan\u00fcst\u00fc ko\u015fullar\u0131nda kabul edilen kanunlar\u0131n, sendikal \u00f6zg\u00fcrl\u00fckler ve \u00f6rg\u00fctlenme ile toplu i\u015f s\u00f6zle\u015fmesi, grev ve lokavt konular\u0131nda \u00f6nemli s\u0131n\u0131rlamalar getirdi\u011fini belirten Kumlu, aradan ge\u00e7en 25 y\u0131l i\u00e7inde s\u00f6z konusu kanunlarda baz\u0131 de\u011fi\u015fiklikler yap\u0131lsa da bu de\u011fi\u015fikliklerin sendikal hak ve \u00f6zg\u00fcrl\u00fckler, serbest toplu pazarl\u0131k ve toplu i\u015f uyu\u015fmazl\u0131klar\u0131n\u0131n \u00e7\u00f6z\u00fcm\u00fc konusunda yeterli ve k\u00f6kl\u00fc \u00e7\u00f6z\u00fcm \u00f6ng\u00f6rmedi\u011fini ifade etti.<\/p>\n<p style=\"text-align: justify;\">Kumlu, bu eksiklikler nedeniyle T\u00fcrkiye&#8217;nin, Uluslararas\u0131 \u00c7al\u0131\u015fma \u00d6rg\u00fct\u00fc&#8217;nde (ILO), onaylad\u0131\u011f\u0131 87 ve 98 say\u0131l\u0131 s\u00f6zle\u015fmelere ayk\u0131r\u0131l\u0131klar nedeniyle Aplikasyon Komitesinde ele\u015ftirildi\u011fini ve \u00f6zel paranteze al\u0131nma \u00f6nerileriyle kar\u015f\u0131 kar\u015f\u0131ya kald\u0131\u011f\u0131na dikkati \u00e7ekti. Bu kanunlar\u0131n bir\u00e7ok h\u00fckm\u00fcn\u00fcn AB standartlar\u0131n\u0131n gerisinde kald\u0131\u011f\u0131n\u0131 vurgulayan Kumlu, mevcut h\u00fck\u00fcmlerin, gerek i\u015f hukuku \u00f6\u011fretisinde gerekse sendikal \u00e7evrelerde toplu i\u015f hukukunun temel ilkelerine ayk\u0131r\u0131l\u0131k nedeniyle ele\u015ftirilere konu oldu\u011funu s\u00f6yledi.
