B\u00f6ylece \u00f6zel sekt\u00f6rde \u00e7al\u0131\u015fan ve k\u00fc\u00e7\u00fck \u00e7ocu\u011fu olan kad\u0131nlar \u00e7ocuklar\u0131na bakmak i\u00e7in i\u015fi b\u0131rakmak zorunda kalmayacak veya yeni bir i\u015f buldu\u011funda i\u015fba\u015f\u0131 yapmak i\u00e7in teredd\u00fct ya\u015famayacakt\u0131r Kamu ve \u00f6zel sekt\u00f6rde \u00e7al\u0131\u015fan kad\u0131nlar\u0131n say\u0131s\u0131n\u0131n erkeklerden az oldu\u011fu herkesin malumudur.\u00a0Bu yaz\u0131da \u00e7al\u0131\u015fma hayat\u0131nda \u00e7al\u0131\u015fan kad\u0131nlar\u0131n say\u0131s\u0131na yer verilerek \u00e7al\u0131\u015fma hayat\u0131ndaki kad\u0131n \u00e7al\u0131\u015fanlar\u0131n sorunlar\u0131n\u0131n giderilmesi ve kad\u0131nlar\u0131n \u00e7al\u0131\u015fma hayat\u0131nda daha uzun s\u00fcreli kalmas\u0131 i\u00e7in neler yap\u0131lmas\u0131 gerekti\u011fi a\u00e7\u0131klanmaya \u00e7al\u0131\u015f\u0131lacakt\u0131r.<\/p>\n<p style=\"text-align: justify;\"><strong>Kad\u0131n memurlar en \u00e7ok ve en az nerelerde \u00e7al\u0131\u015f\u0131yor <\/strong><\/p>\n<p style=\"text-align: justify;\">4688 say\u0131l\u0131 Kamu G\u00f6revlileri Sendikalar\u0131 Kanunu&#8217;na g\u00f6re toplam 11 hizmet kolu var.\u00a0\u00c7al\u0131\u015fma ve Sosyal G\u00fcvenlik Bakanl\u0131\u011f\u0131 2007 y\u0131l\u0131 verilerine g\u00f6re 11 hizmet kolundan sadece sa\u011fl\u0131k ve sosyal hizmetler kolunda kad\u0131nlar\u0131n say\u0131s\u0131 erkeklerden fazla. Bu hizmet kolunda 174 bin 795 kad\u0131n ve 155 bin 38 erkek \u00e7al\u0131\u015f\u0131yorKad\u0131nlar\u0131n en az \u00e7al\u0131\u015ft\u0131\u011f\u0131 hizmet kolu ise diyanet ve vak\u0131f hizmetleridir. Bu hizmet kolunda 83 bin 78 ki\u015fiden sadece 3.921&#8217;i kad\u0131n \u00e7al\u0131\u015fand\u0131r.<\/p>\n<p style=\"text-align: justify;\"><strong>Kad\u0131n i\u015f\u00e7i istihdam\u0131 <\/strong><\/p>\n<p style=\"text-align: justify;\">\u00c7al\u0131\u015fma ve Sosyal G\u00fcvenlik Bakanl\u0131\u011f\u0131 verilerine g\u00f6re 2008 y\u0131l\u0131 ocak ay\u0131nda T\u00fcrkiye&#8217;de toplam 5 milyon 349 bin 828 i\u015f\u00e7i \u00e7al\u0131\u015fmaktad\u0131r. Bu \u00e7ali\u015faniardan 861 bin 591&#8217;i kad\u0131n i\u015f\u00e7ilerden olu\u015fmaktad\u0131r. Kad\u0131n i\u015f\u00e7ilerin 48 bin 005&#8217;i kamu, 813 bin 586&#8217;s\u0131 \u00f6zel i\u015fyerlerinde \u00e7al\u0131\u015fmaktad\u0131r.\u00a0T\u00fcrkiye&#8217;de \u00e7al\u0131\u015fan yakla\u015f\u0131k her alt\u0131 ki\u015fiden biri kad\u0131nd\u0131r. Bu veriler \u00fclkemizde kad\u0131n i\u015f\u00e7i istihdam\u0131n\u0131n \u00e7ok d\u00fc\u015f\u00fck oldu\u011funu g\u00f6stermektedir.<\/p>\n<p style=\"text-align: justify;\"><strong>Sekt\u00f6rlere (\u0130\u015fkollanna) g\u00f6re kad\u0131n i\u015f\u00e7i istihdam\u0131 <\/strong><\/p>\n<p style=\"text-align: justify;\">Genel olarak kad\u0131nlar b\u00fct\u00fcn i\u015fkollar\u0131nda az veya \u00e7ok istihdam edilmektedir. Kad\u0131nlar\u0131n en \u00e7ok \u00e7al\u0131\u015ft\u0131\u011f\u0131 sekt\u00f6rler 186 bin 190 ki\u015fi ile dokuma sekt\u00f6r\u00fcd\u00fcr. Bunu 103 bin 242 ki\u015fi ile ticaret, b\u00fcro, e\u011fitim ve g\u00fczel sanatlar ve 82 bin 397 ki\u015fi ile g\u0131da sekt\u00f6r\u00fc izlemektedir. Kad\u0131nlar\u0131n en az \u00e7al\u0131\u015ft\u0131\u011f\u0131 sekt\u00f6rler ise 701 ki\u015fi ile gemici, 951 ki\u015fi ile \u015feker ve 1.157 ki\u015fi ile demiryolu ta\u015f\u0131mac\u0131l\u0131\u011f\u0131 i\u015fkoludur.<\/p>\n<p style=\"text-align: justify;\"><strong> Kad\u0131n istihdam\u0131nda illerin durumu <\/strong><\/p>\n<p style=\"text-align: justify;\">Kad\u0131nlar 324 bin 488 ki\u015fi ile en \u00e7ok Istanbul&#8217;da istihdam edilmektedir. Istanbul&#8217;u 86 bin 549 ki\u015fi ile \u0130zmir ve 63 bin 626 ki\u015fi ile Bursa izlemektedir. Kad\u0131nlar\u0131n en az istihdam edildi\u011fi il ise 60 ki\u015fi ile S\u0131rnaldr. Bu ili 77 ki\u015filik istihdam ile Bayburt ve 110 ki\u015filik istihdamla Kilis izlemektedir.<\/p>\n<p style=\"text-align: justify;\"><strong>Kad\u0131n istihdam\u0131n: art\u0131rmak i\u00e7in yap\u0131lan d\u00fczenlemeler <\/strong><\/p>\n<p style=\"text-align: justify;\">Kad\u0131n i\u015f\u00e7i istihdam\u0131n\u0131 art\u0131rmak ve \u00e7al\u0131\u015fan kad\u0131nlar\u0131n daha rahat \u00e7al\u0131\u015fabilmeleri i\u00e7in kad\u0131n i\u015f\u00e7ilerin maden ocaklar\u0131, kablo d\u00f6\u015femesi, kanalizasyon ve t\u00fcnel in\u015faat\u0131 gibi yer ve su alt\u0131nda \u00e7al\u0131\u015ft\u0131r\u0131lmamalar\u0131, sanayiye ait i\u015flerde kad\u0131nlar\u0131n \u00e7al\u0131\u015ft\u0131r\u0131lmalar\u0131n\u0131n \u00f6zel usul ve esaslara ba\u011flanmas\u0131, kad\u0131n i\u015f\u00e7ilerin \u00f6zel g\u00fcnlerinde a\u011f\u0131r ve tehlikeli i\u015flerde \u00e7al\u0131\u015ft\u0131r\u0131lmamalar\u0131, anal\u0131k izni, gebe i\u015f\u00e7inin muayene izni, hamile i\u015f\u00e7inin hafif i\u015flerde \u00e7al\u0131\u015ft\u0131r\u0131lmas\u0131, emzirme izni, \u00fccretsiz izin, \u00e7al\u0131\u015fma saatleri, gece \u00e7al\u0131\u015fmas\u0131, emziren i\u015f\u00e7inin a\u011f\u0131r ve tehlikeli i\u015flerde \u00e7al\u0131\u015ft\u0131r\u0131lmamas\u0131, emzirme \u00f6dene\u011fi, do\u011fumdan sonraki \u00e7al\u0131\u015f\u0131lmayan s\u00fcrenin bor\u00e7lan\u0131lmas\u0131 ve kad\u0131n i\u015f\u00e7i istihdam edenlere prim indirimi sa\u011flanmas\u0131 gibi d\u00fczenlemeler yap\u0131lm\u0131\u015ft\u0131r. B\u00fct\u00fcn bu d\u00fczenlemelere kar\u015f\u0131n kad\u0131nlar\u0131n istenilen d\u00fczeyde istihdam\u0131 sa\u011flanamam\u0131\u015ft\u0131r. Baz\u0131 durumlarda da \u00e7al\u0131\u015fma hayat\u0131na giren i\u015f\u00e7iler do\u011fum yapt\u0131ktan sonra \u00e7al\u0131\u015fma hayat\u0131na tekrar geri d\u00f6n\u00fc\u015fleri azalmaktad\u0131r. Yukar\u0131da a\u00e7\u0131klanan d\u00fczenlemelere ek olarak yeni baz\u0131 d\u00fczenlemelerin yap\u0131lmas\u0131 \u00e7al\u0131\u015fma hayat\u0131nda kad\u0131n istihdam\u0131n\u0131 art\u0131racak ve \u00e7al\u0131\u015fma hayat\u0131 i\u00e7erisinde bulunan kad\u0131nlar\u0131n \u00e7al\u0131\u015fma hayat\u0131 d\u0131\u015f\u0131nda kalmalar\u0131n\u0131 \u00f6nleyecektir. Bu d\u00fczenlemelerin ba\u015f\u0131nda aile ve sosyal yard\u0131m sigortas\u0131n\u0131n ihdas edilmesi ve do\u011fum sonras\u0131 kullan\u0131lan \u00fccretsiz izin uygulamas\u0131n\u0131n yeniden d\u00fczenlenmesidir.<\/p>\n<p style=\"text-align: justify;\"><strong>Aile ve sosyal yard\u0131m sigortas\u0131n\u0131n ihdas edilmesi<\/strong><\/p>\n<p style=\"text-align: justify;\">\u00d6zel sekt\u00f6rde \u00e7al\u0131\u015fan kad\u0131nlar\u0131n bir \u00e7o\u011fu do\u011fum yapt\u0131ktan sonra \u00e7ocuklar\u0131n\u0131n bak\u0131m\u0131 amac\u0131yla kre\u015f veya bak\u0131c\u0131 paras\u0131 \u00f6dememek i\u00e7in i\u015ften ayr\u0131larak \u00e7ocuklar\u0131na kendileri bakmaktad\u0131r. \u00d6zellikle \u00fccretleri d\u00fc\u015f\u00fck olan kad\u0131n i\u015f\u00e7iler do\u011fumdan sonra i\u015fe devam etmeleri durumunda kazand\u0131klar\u0131 \u00fccretlerin b\u00fcy\u00fck bir k\u0131sm\u0131n\u0131 bak\u0131c\u0131 veya kre\u015flere \u00f6demek durumunda kalmaktad\u0131rlar. Hal b\u00f6yle olunca kad\u0131n y\u00f6n\u00fcnden \u00e7al\u0131\u015fmamak daha kazan\u00e7l\u0131 bir duruma gelmi\u015f olmaktad\u0131r. \u0130\u015fte bu olumsuz durumu giderebilmek i\u00e7in do\u011fum yapan kad\u0131n\u0131n \u00e7ocu\u011funun kre\u015f veya bak\u0131c\u0131 \u00fccreti, aile ve sosyal yard\u0131m sigorta kolundan devlet taraf\u0131ndan kar\u015f\u0131lanmas\u0131 gerekmektedir. Bu sigorta kolu kad\u0131nlar\u0131n k\u00fc\u00e7\u00fck \u00e7ocuklar\u0131n\u0131n bak\u0131mlar\u0131n\u0131n sa\u011flanmas\u0131 i\u00e7in i\u015ften ayr\u0131lmalar\u0131n\u0131 \u00f6nleyecektir. Bu nedenle aile ve sosyal yard\u0131m sigortas\u0131 ad\u0131 alt\u0131nda bir sigorta kolu ihdas edilmelidir.<\/p>\n<p style=\"text-align: justify;\"><strong>Do\u011fum sonras\u0131 \u00fccretsiz izin uygulamas\u0131n\u0131n yeniden d\u00fczenlenmesi <\/strong><\/p>\n<p style=\"text-align: justify;\">Do\u011fum yapt\u0131ktan sonra kad\u0131nlara (memur ve i\u015f\u00e7ilere) toplam 16 hafta(\u00e7o\u011ful gebelikte 18 hafta) do\u011fum izni verilmektedir. Bu izin s\u00fcresinin bitiminden itibaren i\u015f\u00e7ilere alt\u0131 ay memurlara ise 12 ay talep etmeleri halinde \u00fccretsiz izin verilmektedir. \u00dccretsiz izin uygulamas\u0131 sadece do\u011fum yapan kad\u0131na tan\u0131nm\u0131\u015ft\u0131r. Do\u011fum izninin kullan\u0131lmas\u0131 da \u00fccretli iznin bitim tarihinden ba\u015flamaktad\u0131r. \u00dccretsiz iznin k\u0131sa bir s\u00fcre i\u00e7erisinde kullan\u0131lmas\u0131 pek hakkaniyetli g\u00f6z\u00fckmemektedir. \u00d6rne\u011fin \u00e7ocuk alt\u0131 ayl\u0131k iken bu izni anne ve baba kullanmaya gerek duymayabilirler. Anne ve baba \u00fccretsiz izni \u00e7ocuk \u00fc\u00e7 ya\u015f\u0131nda iken kullanmak isteyebilirler. \u00dccretsiz do\u011fum izni s\u00fcreleri i\u015f\u00e7i ve memurlarda e\u015fitlenerek bu izinler ebeveyn izni ad\u0131 alt\u0131nda Avrupa \u00fclkelerinin bir k\u0131sm\u0131nda uyguland\u0131\u011f\u0131 gibi anne ve babaya verilmelidir. Bu izinlerin do\u011fumdan sonra be\u015f y\u0131ll\u0131k bir s\u00fcre i\u00e7erisinde kullan\u0131lmas\u0131 y\u00f6n\u00fcnde d\u00fczenleme yap\u0131lmal\u0131d\u0131r. Anne ve babadan birisi veya izni payla\u015fmak suretiyle her ikisi birden bu izni be\u015f y\u0131ll\u0131k s\u00fcre i\u00e7erisinde istedikleri zaman kullanabilmeleri y\u00f6n\u00fcnde mevzuat\u0131m\u0131zda d\u00fczenlemeler yap\u0131lmal\u0131d\u0131r.<\/p>\n<p style=\"text-align: justify;\"><strong>Sonu\u00e7 <\/strong><\/p>\n<p style=\"text-align: justify;\">Kad\u0131nlar\u0131n \u00e7al\u0131\u015fma hayat\u0131nda istenilen d\u00fczeyde yer alabilmesi i\u00e7in aile ve sosyal yard\u0131m sigortas\u0131 ad\u0131 alt\u0131nda bir sigorta kolu olu\u015fturulmal\u0131d\u0131r. B\u00f6ylece \u00f6zel sekt\u00f6rde \u00e7al\u0131\u015fan ve k\u00fc\u00e7\u00fck \u00e7ocu\u011fu olan kad\u0131nlar \u00e7ocuklar\u0131na bakmak i\u00e7in i\u015fi b\u0131rakmak zorunda kalmayacak veya yeni bir i\u015f buldu\u011funda i\u015fba\u015f\u0131 yapmak i\u00e7in teredd\u00fct ya\u015famayacakt\u0131r.
