Nottaki ilk bulgu ta\u015f k\u00f6m\u00fcr\u00fc madenlerindeki milyon ton \u00fcretim ba\u015f\u0131na \u00f6l\u00fcm vakas\u0131n\u0131n linyit madenlerinden fazla oldu\u011fuydu. Bu nedenle notun oda\u011f\u0131na ta\u015f k\u00f6m\u00fcr\u00fc madenlerindeki i\u015f kazalar\u0131n\u0131 ald\u0131k. \u0130kinci bulgu Maden M\u00fchendisleri Odas\u0131\u2019n\u0131n (MMO) Ta\u015f K\u00f6m\u00fcr\u00fc Raporu\u2019nda da belirtildi\u011fi \u00fczere \u00f6zel i\u015fletmeli ta\u015f k\u00f6m\u00fcr\u00fc madenlerindeki \u00fcretim ba\u015f\u0131na \u00f6l\u00fcm oran\u0131n\u0131n devlet taraf\u0131ndan i\u015fletilen ta\u015f k\u00f6m\u00fcr\u00fc madenlerinden fazla oldu\u011fuydu. \u00dc\u00e7\u00fcnc\u00fc olaraksa ta\u015f k\u00f6m\u00fcr\u00fc \u00fcretimi ba\u015f\u0131na \u00f6l\u00fcm vakas\u0131 T\u00fcrkiye\u2019de, en \u00e7ok k\u00f6m\u00fcr \u00fcreten ABD ve \u00c7in\u2019den olduk\u00e7a fazlayd\u0131. 2008 y\u0131l\u0131 verilerine g\u00f6re T\u00fcrkiye\u2019de milyon ton ta\u015f k\u00f6m\u00fcr\u00fc \u00fcretimi ba\u015f\u0131na 7,22, \u00c7in\u2019de 1,27 ve ABD\u2019de 0,02 madenci hayat\u0131n\u0131 kaybetmi\u015fti.<\/p>\n<p style=\"text-align: justify;\">TEPAV notunda kazalar\u0131n nedenleri ve al\u0131nmas\u0131 gereken \u00f6nlemlerle ilgili g\u00f6r\u00fc\u015fler de yer alm\u0131\u015ft\u0131. Ancak, ne yap\u0131lmal\u0131 sorusuyla ilgili, Soma kazas\u0131n\u0131 da ilgilendiren \u00f6nemli bir tespit MMO\u2019nun Madenlerde Ya\u015fanan \u0130\u015f Kazalar\u0131 Raporu\u2019nda yer al\u0131yordu. Bu rapor, Soma\u2019da derinli\u011fin artmas\u0131na ba\u011fl\u0131 metan gaz\u0131 art\u0131\u015f\u0131, k\u00f6m\u00fcr damar\u0131n\u0131n kal\u0131n olmas\u0131 ve i\u015f\u00e7ilerin deneyimsiz olmalar\u0131 nedenleriyle gerekli ara\u015ft\u0131rmalar ve metan drenaj\u0131 yap\u0131lmadan \u00fcretime devam edilmesinin bir faciaya yol a\u00e7abilece\u011fi uyar\u0131s\u0131n\u0131 yap\u0131yordu. \u00dclkemizde ya\u015fanan maden kazalar\u0131n\u0131n nedenleri ve gerekli tedbirlerle ilgili en kapsaml\u0131 rapor ise 8 Haziran 2011\u2019de Devlet Denetleme Kurulu taraf\u0131ndan yay\u0131nlanm\u0131\u015ft\u0131.<\/p>\n<p style=\"text-align: justify;\">TEPAV ve MMO 2010\u2019da, DDK ise 2011\u2019de madenlerdeki durumun hassasiyetine i\u015faret edip yap\u0131lmas\u0131 gerekenleri belirtti. 13 May\u0131s 2014\u2019te Soma\u2019da ya\u015fanan ve 301 i\u015f\u00e7inin \u00f6l\u00fcm\u00fcne sebep olan kaza,yap\u0131lan uyar\u0131lar ne kadar dikkate al\u0131n\u0131yor sorusunu akla getiriyor. Bu yaz\u0131da, son olmas\u0131 \u00fcmidiyle T\u00fcrkiye\u2019de k\u00f6m\u00fcr madenlerindeki i\u015f kazalar\u0131n\u0131 de\u011ferlendirip, ne yap\u0131lmal\u0131 sorusuna cevap arayaca\u011f\u0131m.<\/p>\n<p style=\"text-align: justify;\">SGK verilerine g\u00f6re 2008-2012 d\u00f6neminde i\u015f kazalar\u0131ndan kaynakl\u0131 \u00f6l\u00fcmlerin 29,6\u2019s\u0131 in\u015faat, %6,28\u2019i madencilik ve ta\u015f ocak\u00e7\u0131l\u0131\u011f\u0131 sekt\u00f6rlerinde ya\u015fanm\u0131\u015ft\u0131r. Ayn\u0131 d\u00f6nem i\u00e7in i\u015f kazalar\u0131n\u0131n da\u011f\u0131l\u0131m\u0131na bak\u0131ld\u0131\u011f\u0131ndaysa kazalar\u0131n %13,13\u2019\u00fcn\u00fcn madencilikte, %10,41\u2019inin in\u015faatta ya\u015fand\u0131\u011f\u0131 g\u00f6r\u00fclmektedir. Bu k\u0131yasa g\u00f6re in\u015faat daha riskli bir sekt\u00f6r gibi alg\u0131lanabilir. Ancak, sekt\u00f6rlerin risk d\u00fczeyleri konusunda fikir sahibi olmak i\u00e7in y\u00fcz bin sigortal\u0131 ba\u015f\u0131na i\u015f kazas\u0131ndan \u00f6l\u00fcm istatisti\u011fi daha do\u011fru bir g\u00f6sterge olacakt\u0131r.<\/p>\n<p style=\"text-align: justify;\">2008-2012 d\u00f6neminde y\u00fcz bin kay\u0131tl\u0131 i\u015f ba\u015f\u0131na imalatta 6,9, tar\u0131mda 13,6, in\u015faatta 23,9 ve madencilikte 57,9 i\u015f\u00e7i hayat\u0131n\u0131 kaybetmi\u015ftir. Di\u011fer bir ifadeyle madencilik sekt\u00f6r\u00fcnde \u00e7al\u0131\u015fan y\u00fcz bin ki\u015fiden her y\u0131l ortalama 58\u2019i i\u015f kazas\u0131 nedeniyle hayat\u0131n\u0131 kaybetmektedir. Bu sekt\u00f6r\u00fcn milli gelir i\u00e7indeki pay\u0131n\u0131n yakla\u015f\u0131k %1,5 olmas\u0131 sekt\u00f6r\u00fcn varl\u0131\u011f\u0131 hakk\u0131nda soru i\u015faretleri do\u011furmaktad\u0131r.<\/p>\n<p style=\"text-align: justify;\">2008-2012 d\u00f6neminde madencilik sekt\u00f6r\u00fcnde ya\u015fanan i\u015f kazalar\u0131n\u0131n %88,8\u2019i, i\u015f kazas\u0131ndan kaynakl\u0131 \u00f6l\u00fcmlerinse %52,2\u2019si k\u00f6m\u00fcr ve linyit madenlerinde ger\u00e7ekle\u015fmi\u015ftir. Dikkati ilk \u00e7eken ABD\u2019deki oran\u0131n neredeyse s\u0131f\u0131r oldu\u011fudur. \u0130kinci olarak, 2003\u2019ten beri ayn\u0131 oran \u00c7in\u2019de s\u00fcrekli azalmaktad\u0131r. T\u00fcrkiye\u2019ye bak\u0131ld\u0131\u011f\u0131nda ise oranda istikrar olmad\u0131\u011f\u0131, oran\u0131n 2003, 2005 ve 2010 gibi y\u0131llarda 1\u2019in \u00fczerine \u00e7\u0131kt\u0131\u011f\u0131 g\u00f6r\u00fclmektedir<\/p>\n<p style=\"text-align: justify;\">\u00c7in\u2019in ba\u015far\u0131s\u0131n\u0131n temelinde tespit edilmi\u015f sorunlara h\u0131zl\u0131ca \u00e7\u00f6z\u00fcm \u00fcretmesi yatmaktad\u0131r. \u00c7in \u0130\u015f G\u00fcvenli\u011fi Devlet \u0130daresi ba\u015f m\u00fchendisi Huang\u2019\u0131n a\u00e7\u0131klamalar\u0131na g\u00f6re madencilikte ya\u015fanan kazalar\u0131n %43\u2019\u00fcn\u00fcn illegal veya lisanss\u0131z madenlerde ger\u00e7ekle\u015fti\u011fi, gaz patlamalar\u0131n\u0131n %93\u2019\u00fcn\u00fcn ise havaland\u0131rma sistemi yetersizli\u011finden kaynakland\u0131\u011f\u0131 tespit edilmi\u015f. Bu bulgular\u0131 m\u00fcteakip al\u0131nan \u00f6nlemler (yetersiz ve illegal madenlerin kapat\u0131lmas\u0131, madenlere acil ka\u00e7\u0131\u015f sistemleri kurulmas\u0131 zorunlulu\u011fu, havaland\u0131rma sistemlerinde yeterlilik zorunlulu\u011fu vb.) \u00f6l\u00fcm oranlar\u0131nda azalmay\u0131 sa\u011flam\u0131\u015ft\u0131r.<\/p>\n<p style=\"text-align: justify;\">2012 itibariyle ABD\u2019nin hala uza\u011f\u0131nda olsa da \u00c7in, milyon ton k\u00f6m\u00fcr \u00fcretimi ba\u015f\u0131na i\u015f kazas\u0131ndan \u00f6l\u00fcm oran\u0131nda T\u00fcrkiye ile ayn\u0131 seviyeye y\u00fckselmi\u015ftir. \u00c7in\u2019deki azalman\u0131n devam edece\u011fi, h\u00fck\u00fcmetin 2020 i\u00e7in koydu\u011fu i\u015f kazalar\u0131nda geli\u015fmi\u015f \u00fclkelerle ayn\u0131 d\u00fczeye y\u00fckselme hedefinden anla\u015f\u0131lmaktad\u0131r. T\u00fcrkiye\u2019de ise mevcut durumun vahametini anlamak i\u00e7in koydu\u011fum 2014 verisi acilen bir \u015feyler yap\u0131lmas\u0131 gerekti\u011fine i\u015faret etmektedir.2014\u2019te k\u00f6m\u00fcr madencili\u011finde Soma d\u0131\u015f\u0131nda \u00f6l\u00fcml\u00fc kaza ger\u00e7ekle\u015fmezse ve T\u00fcrkiye yakla\u015f\u0131k 75 milyon ton k\u00f6m\u00fcr \u00fcretirse T\u00fcrkiye\u2019de milyon ton k\u00f6m\u00fcr \u00fcretimi ba\u015f\u0131na \u00f6l\u00fcm oran\u0131 2012\u2019deki 0,28 de\u011ferinden 2014\u2019te 4\u2019e \u00e7\u0131kacakt\u0131r. Bu oranla \u00c7in\u2019in 2003\u2019teki 3,92 de\u011ferinin bile \u00fczerine \u00e7\u0131km\u0131\u015f g\u00f6r\u00fcn\u00fcyoruz.<\/p>\n<p style=\"text-align: justify;\">Yeralt\u0131 madencili\u011fi risklidir ancak riski kontrol alt\u0131na almak m\u00fcmk\u00fcn.<\/p>\n<p style=\"text-align: justify;\">K\u00f6m\u00fcr madencili\u011findeki problemleri ve bu problemlerin olas\u0131 \u00e7\u00f6z\u00fcmlerini \u00fc\u00e7 ana ba\u015fl\u0131k alt\u0131nda toplamak m\u00fcmk\u00fcn:<\/p>\n<p style=\"text-align: justify;\"><strong>1) E\u011fitim yetersizli\u011fi <\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>2) Teknik problemler <\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>3) Davran\u0131\u015fsal fakt\u00f6rler<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: justify;\"><strong>E\u011fitim Yetersizli\u011fi<\/strong><\/p>\n<p style=\"text-align: justify;\">Madencilik gibi y\u00fcksek riskli sekt\u00f6rlerde kaza riskini kontrol etmek ve i\u015f\u00e7ilerin kaza sonras\u0131 \u00f6l\u00fcm ihtimalini d\u00fc\u015f\u00fcrmek i\u00e7in en \u00f6ne \u00e7\u0131kan konu \u00e7al\u0131\u015fanlar\u0131n e\u011fitimidir. Geli\u015fmi\u015f \u00fclkelerin her madene i\u015f sa\u011fl\u0131\u011f\u0131 ve g\u00fcvenli\u011fi konusunda \u00e7al\u0131\u015fanlar\u0131na e\u011fitim vermeyi zorunlu k\u0131ld\u0131\u011f\u0131 g\u00f6r\u00fclmektedir. Bu zorunlu e\u011fitimin hem nitelikli olmas\u0131 hem de belirli frekanslarla (y\u0131lda bir kere gibi) \u00e7al\u0131\u015fanlara verilmesi gerekmektedir.<\/p>\n<p style=\"text-align: justify;\">Kaza durumlar\u0131nda i\u015f\u00e7ilerin nas\u0131l davranmas\u0131<\/p>\n<p style=\"text-align: justify;\">gerekti\u011fini \u00f6\u011fretmek i\u00e7in teorik e\u011fitimler yeterli de\u011fildir. ABD\u2019de ve \u00e7o\u011fu geli\u015fmi\u015f ekonomide uyguland\u0131\u011f\u0131 gibi sanal ger\u00e7eklik sim\u00fclasyonlar\u0131 i\u015f\u00e7ilerin acil durumlara haz\u0131rl\u0131kl\u0131 olmalar\u0131 i\u00e7in hayati \u00f6nem ta\u015f\u0131maktad\u0131r.<\/p>\n<p style=\"text-align: justify;\">Sadece \u00e7al\u0131\u015fanlar\u0131n de\u011fil, i\u015f g\u00fcvenli\u011fi uzmanlar\u0131n\u0131n e\u011fitimi de ayr\u0131 bir tart\u0131\u015fma konusudur. Sadece madencilikte de\u011fil, t\u00fcm sekt\u00f6rlerdeki kaza risklerini fark edebilecek nitelikte i\u015f g\u00fcvenli\u011fi uzmanlar\u0131 yeti\u015ftirmek i\u00e7in mevcut i\u015f g\u00fcvenli\u011fi uzman\u0131 yeti\u015ftirme prosed\u00fcr\u00fcn\u00fcn yeniden ele al\u0131nmas\u0131 gereklidir. Ayr\u0131ca i\u015f g\u00fcvenli\u011fi uzman\u0131 olmaya hak kazananlar\u0131n uzun bir staj d\u00f6neminden ge\u00e7mesi de uzmanlar\u0131n nitelik art\u0131\u015f\u0131na katk\u0131 sa\u011flayacakt\u0131r.<\/p>\n<p style=\"text-align: justify;\"><strong>Teknik problemler<\/strong><\/p>\n<p style=\"text-align: justify;\">T\u00fcrkiye\u2019de ya\u015fanan maden kazalar\u0131nda en \u00f6ne \u00e7\u0131kan teknik problemler metan drenaj\u0131 yetersizli\u011fi, havaland\u0131rma plan\u0131 eksikli\u011fi ve yetersiz havaland\u0131rma ile kullan\u0131lan malzemelerin madencilik sekt\u00f6r\u00fcne uygunsuzlu\u011fudur.<\/p>\n<p style=\"text-align: justify;\">\u0130leri teknolojinin madencilik sekt\u00f6r\u00fcnde kullan\u0131m\u0131 kaza ve \u00f6l\u00fcm oranlar\u0131n\u0131 azaltmaya devam etmektedir. Oysa T\u00fcrkiye\u2019ye bakt\u0131\u011f\u0131m\u0131zda teknolojik a\u00e7\u0131dan en ileride olan madenlerimizden Soma\u2019da ciddi bir kaza ya\u015fand\u0131\u011f\u0131n\u0131 g\u00f6r\u00fcyoruz. Di\u011fer bir ifade ile teknolojik a\u00e7\u0131dan en ileride olan madenimiz bile madencilik sekt\u00f6r\u00fcnde geli\u015fmi\u015f \u00fclkelerin kulland\u0131\u011f\u0131 teknoloji d\u00fczeyinin olduk\u00e7a gerisinde. Madencilik sekt\u00f6r\u00fcnde kazalar\u0131 \u00f6nleyici modern teknolojilerin baz\u0131lar\u0131 mining-technology web sitesinde a\u015fa\u011f\u0131daki gibi listelenmi\u015ftir:<\/p>\n<p style=\"text-align: justify;\">Metan seviyesini izleme ve kontrol teknolojileri:<\/p>\n<p style=\"text-align: justify;\">Bu teknoloji ile metan gaz\u0131 oran\u0131 %1,5 e\u015fi\u011fine vard\u0131\u011f\u0131nda madendeki t\u00fcm makineler ve elektrik otomatik olarak kapanmaktad\u0131r.<\/p>\n<p style=\"text-align: justify;\">K\u00f6m\u00fcr tozu izleme ve kontrol teknolojileri:<\/p>\n<p style=\"text-align: justify;\">K\u00f6m\u00fcr tozu seviyesi %90\u2019a kadar azalt\u0131labilmektedir.<\/p>\n<p style=\"text-align: justify;\">Otomatik yeralt\u0131 madencili\u011fi:<\/p>\n<p style=\"text-align: justify;\">Uzaktan kumanda ile kontrol edilen madencilik robotlar\u0131 ve cihazlar\u0131 sayesinde \u00e7al\u0131\u015fanlar\u0131n riskli b\u00f6lgelere girmesi \u00f6nlenmektedir.<\/p>\n<p style=\"text-align: justify;\">Kaya ve tavan d\u00fc\u015fmesini \u00f6nleyici teknolojiler:<\/p>\n<p style=\"text-align: justify;\">Bu teknoloji ile hem d\u00fc\u015fme riski y\u00fcksek olan b\u00f6lgeler tespit edilmekte hem de riskli b\u00f6lgelere destek sa\u011flanmaktad\u0131r.<\/p>\n<p style=\"text-align: justify;\">Bilgisayarl\u0131 \u00e7al\u0131\u015fma izni sistemi:<\/p>\n<p style=\"text-align: justify;\">Madenlerin t\u00fcm evraklar\u0131n\u0131 ve \u00e7al\u0131\u015fma kay\u0131tlar\u0131n\u0131 veri alan karar destek sistemi ile risk seviyesi y\u00fcksek madenlere \u00e7al\u0131\u015fma izniverilmesi engelleniyor.<\/p>\n<p style=\"text-align: justify;\"><strong>Davran\u0131\u015fsal problemler<\/strong><\/p>\n<p style=\"text-align: justify;\">\u00c7al\u0131\u015fanlar\u0131n, firmalar\u0131n ve devletin davran\u0131\u015fsal problemleri oldu\u011fu g\u00f6r\u00fclmektedir. \u00c7al\u0131\u015fanlar\u0131n \u00f6rg\u00fctl\u00fc olmamas\u0131 i\u015fveren kar\u015f\u0131s\u0131ndaki pazarl\u0131k g\u00fc\u00e7lerini azaltmakta ve firmalar\u0131n gerekli de\u011fi\u015fimi yapmas\u0131 i\u00e7in yeterli bask\u0131y\u0131 yapamamalar\u0131na yol a\u00e7maktad\u0131r. Sendikalar\u0131n ve meslek \u00f6rg\u00fctlerinin bu konuda daha \u00e7ok \u00e7al\u0131\u015fmas\u0131 gereklidir.<\/p>\n<p style=\"text-align: justify;\">Kiralama ve ta\u015feronlarla \u00e7al\u0131\u015fma g\u00f6stermi\u015ftir ki firmalar\u0131n amac\u0131 salt \u00fcretim miktar\u0131n\u0131 artt\u0131rmakt\u0131r ve firmalar bunun i\u00e7in i\u015f g\u00fcvenli\u011finden taviz verebilmektedirler. Verimlili\u011fi artt\u0131rmak i\u00e7in vardiya de\u011fi\u015fimi s\u0131ras\u0131nda \u00fcretimin devam etmesi risk alt\u0131ndaki \u00e7al\u0131\u015fan say\u0131s\u0131n\u0131 artt\u0131rmaktad\u0131r. Nitekim, Soma bunun bir \u00f6rne\u011fiydi. Geli\u015fmi\u015f \u00fclkelerde, \u00fcretimi artt\u0131r\u0131rken i\u015f g\u00fcvenli\u011finden taviz verilmesi gerekmedi\u011finin \u00f6rnekleri vard\u0131r. Bunun ger\u00e7ekle\u015fmesi firman\u0131n deneyimi ile de alakal\u0131d\u0131r. O halde hem ta\u015feronlarda hem de i\u015fletmeci firmalarda i\u015f g\u00fcvenli\u011fi hassasiyetini zorunlu k\u0131lacak uygulamalar gereklidir.<\/p>\n<p style=\"text-align: justify;\">Devletin denetim faaliyetlerini artt\u0131rmas\u0131 gereklidir. ABD federal maden g\u00fcvenli\u011fi eski \u015fefi David McAteer, 2012\u2019den bu yana Soma\u2019da be\u015f denetim ger\u00e7ekle\u015fti\u011fini, ayn\u0131 zaman diliminde benzer bir madende ABD\u2019de en az k\u0131rk denetim ger\u00e7ekle\u015fece\u011fini belirtmi\u015ftir. Devletle ilgili di\u011fer bir husus ise madenleri yeniden kamula\u015ft\u0131rmad\u0131r. Firmalar\u0131 de\u011fi\u015fime zorlayam\u0131yorsak, Soma gibi b\u00fcy\u00fck madenlerde kamula\u015ft\u0131rmaya gidilmesi \u00e7\u00f6z\u00fcm olarak d\u00fc\u015f\u00fcn\u00fclebilir.<\/p>\n<p style=\"text-align: right;\"><strong>Ara\u015f.
