CO gaz\u0131 yang\u0131n \u00fcr\u00fcn\u00fc ve kimyasal bo\u011fucudur. Normalde yang\u0131n\u0131n ba\u015flang\u0131\u00e7 a\u015famas\u0131nda yo\u011fun olarak ortaya \u00e7\u0131kar. Yetersiz oksijen ve\/veya \u0131s\u0131 (tutu\u015fma \u0131s\u0131s\u0131) s\u00f6z konusudur<\/p>\n<p style=\"text-align: justify;\">K\u00f6m\u00fcr madenlerinde yan\u0131c\u0131 madde varl\u0131\u011f\u0131n\u0131n s\u00fcrekli olmas\u0131 ve oksijenin yanan k\u00f6m\u00fcr k\u00fctlesi taraf\u0131ndan s\u00fcrekli t\u00fcketilmesi, tutu\u015fma \u0131s\u0131s\u0131na gelmek isteyen k\u00f6m\u00fcr k\u00fctlesinin s\u00fcreklili\u011fi nedeniyle, k\u00f6m\u00fcr madenlerindeki yang\u0131nlarda CO s\u00fcrekli olarak \u00e7\u0131kacakt\u0131r. Ancak bunun kontrol edilebilir seviyede tutulmas\u0131, tutulam\u0131yorsa yang\u0131n\u0131n geli\u015fmesinin \u00f6nlenmesi veya s\u00f6nd\u00fcr\u00fclmesi esast\u0131r. K\u00f6m\u00fcr madenlerinde k\u00f6m\u00fcrdeki k\u0131z\u0131\u015fman\u0131n ba\u015flamas\u0131yla, CO gaz\u0131n\u0131n sal\u0131nmas\u0131 ba\u015flar. Bu ba\u015flang\u0131\u00e7 s\u00fcrecine endojen yang\u0131n s\u00fcreci diyoruz. K\u00f6m\u00fcr\u00fcn kendi kendine \u0131s\u0131nmas\u0131 (yakla\u015f\u0131k 90 g\u00fcn) sonunda, ekzojen yang\u0131n (alevli yanma) s\u00fcreci ba\u015flar. K\u00f6m\u00fcr\u00fcn i\u00e7 \u0131s\u0131s\u0131 90 dereceye ula\u015ft\u0131\u011f\u0131nda adiabatik \u0131s\u0131nma artacakt\u0131r. Bu a\u015famada 90 dereceye kadar 5 ppm\/dak CO sal\u0131n\u0131m\u0131, 90 derece s\u0131cakl\u0131ktan sonra 30-35 ppm\/dak seviyesine ula\u015f\u0131r. Bu da kor yanma a\u015famas\u0131d\u0131r ki, Soma\u2019da \u00e7al\u0131\u015fan i\u015f\u00e7iler bu seviyede yang\u0131na bir anda maruz kald\u0131lar? Oysa ki ocakta gaz alg\u0131lama sistemi vard\u0131. CO seviyesi yasal \u015fartlar\u0131n belirledi\u011fi s\u0131n\u0131r\u0131n (50 ppm) s\u00fcrekli alt\u0131nda idi. Bir anda insanlar y\u00fcksek CO monoksite maruz kalarak ya\u015famlar\u0131n\u0131 kaybettiler. Peki neden?<\/p>\n<p style=\"text-align: justify;\">\u00c7\u00fcnk\u00fc olay\u0131n meydana geldi\u011fi b\u00f6l\u00fcm eski imalat panolar\u0131n\u0131n 5 metre alt\u0131ndan ge\u00e7en ana havaland\u0131rma galerisiydi. Bu galerinin tavan\u0131 ve yan duvarlar\u0131 ta\u015f kaya\u00e7 idi. (Marn diyoruz. %35 kil+CaCO3\u2019tan olu\u015fur.) Bu galerinin 5 metre \u00fcst\u00fcndeki eski imalatlar hava almaya ba\u015flad\u0131. (Y\u00fczey \u00e7atlaklar\u0131ndan, tasmanlardan, g\u00f6\u00e7ertme b\u00f6lgerinden olabilir. Yerinde ve y\u00fczeyden incelemede anla\u015f\u0131lacakt\u0131r.) Endojen yang\u0131n s\u00fcreci boyunca \u00e7al\u0131\u015fma ortamlar\u0131na bir gaz de\u015farj\u0131 olmad\u0131. Olsayd\u0131 alg\u0131lan\u0131rd\u0131. \u00dcst k\u0131s\u0131mda kor haline gelen imalat gere\u011fi mecburen b\u0131rak\u0131lan k\u00f6m\u00fcr topuklar\u0131 taban ta\u015f\u0131n\u0131 (marn) pi\u015firerek gevrekle\u015ftirdi ve ana havaland\u0131rma galerisinde lokal \u00e7\u00f6kme olu\u015fturdu. Kor halindeki k\u00f6m\u00fcr stop halindeki bant nakliyat\u0131n \u00fczerine d\u00fc\u015ferek, y\u00fcksek adiabatik \u0131s\u0131nma yaratarak ocak havas\u0131na h\u0131zla, y\u00fcksek konsantrasyonda CO gaz\u0131 yay\u0131ld\u0131 ve \u00f6l\u00fcmler geldi. Bu benim olay sonras\u0131nda yapt\u0131\u011f\u0131m ocak plan\u0131 \u00fczerindeki incelemelerimden ve havzada 23 y\u0131ll\u0131k \u00e7al\u0131\u015fma tecr\u00fcbemden edindi\u011fin d\u00fc\u015f\u00fcncemdir.<\/p>\n<p style=\"text-align: justify;\">E\u011fer b\u00f6yle bir neden s\u00f6zkonusu ise; ocaktaki kazan\u0131n \u00f6nceden belirlenmesinin zor oldu\u011fu ve proaktif i\u015f g\u00fcvenli\u011fi y\u00f6netim sisteminin \u00fclkemizde olu\u015fturulamad\u0131\u011f\u0131 da hesaba kat\u0131l\u0131rsa kazan\u0131n \u00f6nlenebilirli\u011finin \u00fclkemiz \u015fartlar\u0131nda m\u00fcmk\u00fcn olmad\u0131\u011f\u0131 anla\u015f\u0131lacakt\u0131r. Bu nedenle \u00fclkemizdeki i\u015f g\u00fcvenli\u011fi sisteminin t\u00fcm ayaklar\u0131n\u0131n sorgulanmas\u0131 gerekir.<\/p>\n<p style=\"text-align: justify;\"><strong>Facian\u0131n En B\u00fcy\u00fck Nedeni Maskeler<\/strong><\/p>\n<p style=\"text-align: justify;\">Soma maden kazas\u0131 \u00fclkemizin ilkel ve yetersiz i\u015f g\u00fcvenli\u011fi \u015fartlar\u0131nda \u00f6nlenemeyen bir maden kazas\u0131d\u0131r. Ama kazan\u0131n \u015fiddetinin \u00e7ok y\u00fcksek olmas\u0131, faciaya d\u00f6n\u00fc\u015fmesinde en \u00f6nemli fakt\u00f6r\u00fcn i\u015f\u00e7ilere da\u011f\u0131t\u0131lan maskeler oldu\u011funu belirtmek isterim. Peki maskeler i\u015f\u00e7ilerin kurtulmas\u0131 i\u00e7in neden yeterli olmad\u0131? \u00c7\u00fcnk\u00fc eksik y\u00f6netmelik ve yasal mevzuatta ciddi eksiklikler ve hatal\u0131 y\u00f6nlendirmeler oldu\u011fu g\u00f6r\u00fclecektir. \u015e\u00f6yle ki;<\/p>\n<p style=\"text-align: justify;\">6331 say\u0131l\u0131 \u0130\u015f Sa\u011fl\u0131\u011f\u0131 ve G\u00fcvenli\u011fi Kanunu\u2019na dayan\u0131larak bir dizi y\u00f6netmelikler \u00e7\u0131kar\u0131ld\u0131. Bunlardan biri de \u00c7al\u0131\u015fma ve Sosyal G\u00fcvenlik Bakanl\u0131\u011f\u0131 taraf\u0131ndan 19 Eyl\u00fcl 2013 tarih, 28770 say\u0131l\u0131 Resmi Gazete\u2019de yay\u0131nlanan \u201cMaden \u0130\u015fyerlerinde \u0130\u015f Sa\u011fl\u0131\u011f\u0131 ve G\u00fcvenli\u011fi Y\u00f6netmeli\u011fi\u201ddir. Ancak bu y\u00f6netmeli\u011fin; 10.12. maddesi; \u201cGrizulu ve yang\u0131na elveri\u015fli k\u00f6m\u00fcr damarlar\u0131n\u0131n bulundu\u011fu ocaklarda, t\u00fcm \u00e7al\u0131\u015fanlar, \u00e7al\u0131\u015fma s\u00fcresince, yanlar\u0131nda karbonmonoksit maskesi veya ferdi oksijen kurtar\u0131c\u0131lar\u0131 ta\u015f\u0131r ve gerekti\u011finde kullan\u0131r.\u201d demektedir.<\/p>\n<p style=\"text-align: justify;\">Peki burada belirtilen oksijen maskesi ile karbonmonoksit maskesinin fark\u0131 nedir? \u00dcst\u00fcnl\u00fck ve dezavantajlar\u0131 nelerdir? Karbonmonoksit maskesi ortamda yeterli oksijen olmas\u0131 durumunda sizi karbonmonoksit gaz\u0131 zehirlenmelerinden korur. Karbonmonoksit gaz\u0131n\u0131 filtre ederek solunum yolu ile v\u00fccuda al\u0131nmas\u0131n\u0131 \u00f6nler. Size ilave bir oksijen sa\u011flamaz. Bu nedenle ortamda en az %16 oran\u0131nda oksijen olmas\u0131 \u015fartt\u0131r. E\u011fer ortamda y\u00fcksek oranda karbonmonoksit gaz\u0131 da varsa bu oranda bile maskenin filitreleme verimli\u011fi d\u00fc\u015fer. Ayn\u0131 zamanda karbonmonoksit d\u0131\u015f\u0131ndaki gazlara kar\u015f\u0131 da filitre etme \u00f6zeli\u011fi s\u0131n\u0131rl\u0131d\u0131r.<\/p>\n<p style=\"text-align: justify;\">Ferdi ka\u00e7\u0131\u015f oksijen maskesi ise; b\u00fcnyesinde bulunan s\u0131v\u0131la\u015ft\u0131r\u0131lm\u0131\u015f oksijen t\u00fcp\u00fc sayesinde her t\u00fcrl\u00fc gaz ortam\u0131nda d\u0131\u015f ortamdaki oksijene ihtiyac\u0131n\u0131z olmadan sizi t\u00fcm gazl\u0131 ortamlardan korur ve b\u00fcnyesindeki oksijen ile sizi hayata ba\u011flar.<\/p>\n<p style=\"text-align: justify;\">Yukar\u0131da belirtilen y\u00f6netmeli\u011fin ilgili maddesine g\u00f6re; Yasa koyucu karbonmonoksit maskesi ile ferdi oksijen ka\u00e7\u0131\u015f maskesi se\u00e7imini i\u015fverene b\u0131rakm\u0131\u015ft\u0131r. Peki bu se\u00e7im Soma K\u00f6m\u00fcr \u0130\u015fletmelerinde nas\u0131l yap\u0131lm\u0131\u015ft\u0131r? Oksijen maskesine g\u00f6re 5 kat daha ucuz olan karbonmonoksit maskesi olarak se\u00e7im yap\u0131lm\u0131\u015ft\u0131r. Sonu\u00e7ta t\u00fcm yeralt\u0131na giren i\u015f\u00e7ilere i\u015fveren karbonmonoksit maskesi vermi\u015ftir. Bunu i\u015fverene b\u0131rak\u0131rsan\u0131z ucuz olan\u0131 tercih edecektir. \u00c7\u00fcnk\u00fc \u201cveya\u201d demekle tercih hakk\u0131 tan\u0131m\u0131\u015f oluyorsunuz. B\u00f6ylesine net farkl\u0131l\u0131klar\u0131 olan bu iki solunum koruyucusu aras\u0131nda yasa koyucunun se\u00e7enek sunmas\u0131 kabul edilemez bir yakla\u015f\u0131md\u0131r.<\/p>\n<p style=\"text-align: justify;\">\u201cKaza Geliyorum Der\u201d ilkesi Soma maden kazas\u0131nda da ya\u015fanm\u0131\u015ft\u0131r. \u00dcstelik faciaya d\u00f6n\u00fc\u015ferek.
