ILO T\u00fcrkiye Direkt\u00f6r\u00fc Numan \u00d6zcan, ILO\u2019nun \u00e7al\u0131\u015fmalar\u0131 ve \u00fclkemizin imzalad\u0131\u011f\u0131 s\u00f6zle\u015fmelerle ilgili bilgiler aktard\u0131.<\/p>\n<p style=\"text-align: justify;\"><strong>ILO T\u00fcrkiye ofisinin faaliyetlerinden k\u0131saca bahsedebilir misiniz?<\/strong><\/p>\n<p style=\"text-align: justify;\">T\u00fcrkiye ile ILO\u2019nun ili\u015fkileri 1952 y\u0131l\u0131na kadar dayan\u0131yor. 21 Mart 1952 y\u0131l\u0131nda ILO ile T\u00fcrkiye aras\u0131nda imzalan bir anla\u015fmayla, ILO taraf\u0131ndan \u0130stanbul\u2019da bir Yak\u0131n Do\u011fu \u0130\u015f G\u00fcc\u00fc Faaliyet Merkezi kuruldu. ILO\u2019yu T\u00fcrkiye\u2019de temsil eden, ILO T\u00fcrkiye Ofisi ise 1976 y\u0131l\u0131nda Ankara\u2019da a\u00e7\u0131ld\u0131.<\/p>\n<p style=\"text-align: justify;\">ILO T\u00fcrkiye Ofisi, ILO\u2019nun politika ve programlar\u0131n\u0131 ve uluslararas\u0131 \u00e7al\u0131\u015fma standartlar\u0131n\u0131 \u00fclkemizde tan\u0131t\u0131r ve uygulanmas\u0131n\u0131 sa\u011flar. ILO; Birle\u015fmi\u015f Milletler kurulu\u015flar\u0131 i\u00e7inde h\u00fck\u00fcmet, i\u015fveren ve i\u015f\u00e7iden olu\u015fan\u00a0\u00fc\u00e7l\u00fc yap\u0131ya sahip tek kurulu\u015ftur. Bu sebeple ILO T\u00fcrkiye Ofisi, ILO S\u00f6zle\u015fmeleri ve Tavsiye Kararlar\u0131n\u0131n T\u00fcrkiye taraf\u0131ndan kabul edilmesi ve uygulanmas\u0131n\u0131 izler ve bu yap\u0131y\u0131 olu\u015fturan i\u015f\u00e7i ve i\u015fveren kurulu\u015flar\u0131na ve h\u00fck\u00fcmetlere \u00e7al\u0131\u015fma ya\u015fam\u0131nda uluslararas\u0131 \u00e7al\u0131\u015fma standartlar\u0131n\u0131n uygulanmas\u0131na ili\u015fkin teknik destek verir.<\/p>\n<p style=\"text-align: justify;\">ILO T\u00fcrkiye Ofisi ayn\u0131 zamanda, teknik i\u015fbirli\u011fi program ve projeleri yoluyla \u00e7al\u0131\u015fma hayat\u0131nda temel ilke ve haklar\u0131n ger\u00e7ekle\u015ftirilmesine ve geli\u015ftirilmesine katk\u0131da bulunur.<\/p>\n<p>\u00c7ocuk i\u015f\u00e7ili\u011fiyle m\u00fccadele; kad\u0131n ve gen\u00e7 istihdam\u0131n\u0131n artt\u0131r\u0131lmas\u0131, insana yak\u0131\u015f\u0131r i\u015fler, sosyal diyalo\u011fun g\u00fc\u00e7lendirilmesi ve kay\u0131t d\u0131\u015f\u0131 istihdam\u0131n engellenmesi ile i\u015f sa\u011fl\u0131\u011f\u0131 ve g\u00fcvenli\u011fi ofisimizin \u00e7al\u0131\u015fma alanlar\u0131 aras\u0131nda yer al\u0131r. Bu kapsamda, ofisimiz taraf\u0131ndan h\u00e2lihaz\u0131rda \u201cOrdu \u0130lindeki Mevsimlik F\u0131nd\u0131k Tar\u0131m\u0131nda En K\u00f6t\u00fc Bi\u00e7imlerdeki \u00c7ocuk \u0130\u015f\u00e7ili\u011finin Sona Erdirilmesi\u201d, \u201cKad\u0131nlar \u0130\u00e7in Daha \u00c7ok ve \u0130yi \u0130\u015fler: T\u00fcrkiye\u2019de \u0130nsana Yak\u0131\u015f\u0131r \u0130\u015f \u0130\u00e7in Kad\u0131nlar\u0131n G\u00fc\u00e7lendirilmesi\u201d, \u201cRekabet\u00e7i ve Sorumlu \u0130\u015fletmeleri Destekleme\u201d Projesi (SCORE) ve \u201cUluslararas\u0131 \u00c7al\u0131\u015fma Standartlar\u0131na Uygun Olarak T\u00fcrkiye\u2019de \u0130\u015f Sa\u011fl\u0131\u011f\u0131 ve G\u00fcvenli\u011finin (\u0130SG) \u0130yile\u015ftirilmesi\u201d ve Suriyeli g\u00f6\u00e7menlerin durumlar\u0131yla ilgili projeler y\u00fcr\u00fct\u00fcl\u00fcyor.<\/p>\n<p>T\u00fcrkiye\u2019nin ILO Y\u00f6netim Kurulu\u2019nda yer almas\u0131 ve G20 d\u00f6nem ba\u015fkanl\u0131\u011f\u0131n\u0131 y\u00fcr\u00fctmesi T\u00fcrkiye\u2019nin ILO\u2019daki g\u00f6r\u00fcn\u00fcrl\u00fc\u011f\u00fcn\u00fc ve etkinli\u011fini artt\u0131r\u0131rken ayn\u0131 zamanda ILO ve T\u00fcrkiye aras\u0131ndaki mevcut i\u015fbirli\u011fini de daha fazla g\u00fc\u00e7lendiriyor.<\/p>\n<p style=\"text-align: justify;\"><strong>ILO\u2019nun 2015 y\u0131l\u0131nda d\u00fcnyada i\u015fsizlik oran\u0131n\u0131n artaca\u011f\u0131 hakk\u0131ndaki raporundan yola \u00e7\u0131karsak, T\u00fcrkiye ile di\u011fer \u00fclkeleri kar\u015f\u0131la\u015ft\u0131rd\u0131\u011f\u0131m\u0131zda \u00fclkemiz nas\u0131l bir konumdad\u0131r?<\/strong><\/p>\n<p style=\"text-align: justify;\">ILO\u2019nun May\u0131s 2015 tarihinde yay\u0131nlanan D\u00fcnya \u0130stihdam ve Sosyal G\u00f6r\u00fcn\u00fcm raporuna g\u00f6re, k\u00fcresel d\u00fczeyde istihdamda b\u00fcy\u00fcme 2011 y\u0131l\u0131ndan bu yana y\u0131lda y\u00fczde 1,4 ile yerinde say\u0131yor. Geli\u015fmi\u015f ekonomilerde ve Avrupa Birli\u011fi\u2019nde ise istihdam art\u0131\u015f\u0131 2008 y\u0131l\u0131ndan bu yana\u00a0ortalama olarak y\u0131lda y\u00fczde 0,1 d\u00fczeyinde ger\u00e7ekle\u015fmi\u015f. Bu oran 2000 ile 2007 y\u0131llar\u0131 aras\u0131nda y\u00fczde 0,9\u2019du. Yine ayn\u0131 rapora g\u00f6re \u00f6n\u00fcm\u00fczdeki 5 y\u0131l i\u00e7erisindeki i\u015fsizlik projeksiyonlar\u0131 dikkate al\u0131nd\u0131\u011f\u0131nda, T\u00fcrkiye\u2019de i\u015fsizlik oran\u0131n\u0131n 2018\u2019de y\u00fczde 9 civar\u0131nda olaca\u011f\u0131 tahmin ediliyor. Di\u011fer Avrupa \u00fclkeleri ile kar\u015f\u0131la\u015ft\u0131rd\u0131\u011f\u0131m\u0131zda, 2018\u2019de \u0130spanya\u2019n\u0131n y\u00fczde 22,2, Almanya\u2019n\u0131n y\u00fczde 5, Fransa\u2019n\u0131n y\u00fczde 9,9 ve Polonya\u2019n\u0131n ise y\u00fczde 7,3 d\u00fczeyinde bir i\u015fsizlik oran\u0131na sahip olaca\u011f\u0131 \u00f6ng\u00f6r\u00fcl\u00fcyor.<\/p>\n<p><strong>ILO\u2019nun \u00fczerinde durdu\u011fu en \u00f6nemli konulardan biri \u201c\u0130nsana Yak\u0131\u015f\u0131r i\u015f\u201d perspektifi. Bu konuda ILO\u2019nun rol\u00fc nedir? Sizce T\u00fcrkiye \u201c\u0130nsana Yak\u0131\u015f\u0131r \u0130\u015f\u201d perspektifinden bak\u0131ld\u0131\u011f\u0131nda hangi noktada bulunuyor?<\/strong><\/p>\n<p>ILO, sosyal adaletin ve uluslararas\u0131 insan ve \u00e7al\u0131\u015fma haklar\u0131n\u0131n iyile\u015ftirilmesi i\u00e7in \u00e7al\u0131\u015fan bir Birle\u015fmi\u015f Milletler ihtisas kurulu\u015fu. Bu ba\u011flamda, \u201c\u0130nsana Yak\u0131\u015f\u0131r \u0130\u015f G\u00fcndemi\u201d, 1999 y\u0131l\u0131ndan beri ILO\u2019nun ana g\u00fcndemini olu\u015fturuyor.<\/p>\n<p>Nedir bu kavram? Kavram\u0131n ana fikrini ve bile\u015fenlerini genel olarak; insana yak\u0131\u015f\u0131r i\u015f ko\u015fullar\u0131nda istihdam yaratmak, her t\u00fcrl\u00fc \u00e7al\u0131\u015fma standard\u0131n\u0131 ve hakk\u0131n\u0131 g\u00fcvence alt\u0131na almak, gerek sosyal g\u00fcvenlik gerekse i\u015f, gelir ve sa\u011fl\u0131k g\u00fcvencesi ba\u011flam\u0131nda bir sosyal korumay\u0131 yayg\u0131nla\u015ft\u0131rmak ve ILO\u2019nun \u00fc\u00e7l\u00fc yap\u0131s\u0131n\u0131 yans\u0131tan i\u015f\u00e7i, i\u015fveren ve h\u00fck\u00fcmet aras\u0131ndaki sosyal diyalo\u011fu te\u015fvik etmek \u015feklinde s\u0131ralayabiliriz. Dolay\u0131s\u0131yla hedefimiz\u00a0sadece kad\u0131nlar ve erkekler i\u00e7in i\u015fg\u00fcc\u00fc piyasas\u0131na daha iyi eri\u015fimin ve f\u0131rsat e\u015fitli\u011finin sa\u011flanmas\u0131 yoluyla istihdam\u0131n artt\u0131r\u0131lmas\u0131 de\u011fil kad\u0131n ve erkek i\u00e7in insana yak\u0131\u015f\u0131r i\u015f ko\u015fullar\u0131nda da istihdam yaratmakt\u0131r.<\/p>\n<p>ILO\u2019nun ve ofisimizin kad\u0131nerkek e\u015fitli\u011fi ve insana yak\u0131\u015f\u0131r i\u015f konusuna yakla\u015f\u0131m\u0131 ve bu konudaki rol\u00fc; ilgili duyarl\u0131l\u0131\u011f\u0131n ulusal sosyal ve ekonomik politikalara yans\u0131t\u0131lmas\u0131n\u0131 te\u015fvik ederken ve y\u00fcr\u00fctt\u00fc\u011f\u00fc teknik i\u015fbirli\u011fi program ve projeleri yoluyla buna katk\u0131da bulunmak y\u00f6n\u00fcndedir.
