(b), (c), (d), (e) bentlerinde g\u00f6sterilen \u00fcyeler i\u015fveren veya i\u015fveren vekili taraf\u0131ndan atan\u0131rlar. (f) bendinde belirtilen \u00fcye o i\u015fyerindeki formen, ustaba\u015f\u0131 veya ustalar\u0131n yar\u0131dan fazlas\u0131n\u0131n kat\u0131laca\u011f\u0131 toplant\u0131da a\u00e7\u0131k oyla se\u00e7ilen ki\u015fidir. (f) ve (g) bentlerinde s\u00f6z\u00fc ge\u00e7en kurul \u00fcyelerinin ayn\u0131 usullerle yedekleri se\u00e7ilir.<\/p>\n<p style=\"text-align: justify;\">\u0130\u015fveren taraf\u0131ndan, i\u015f sa\u011fl\u0131\u011f\u0131 ve g\u00fcvenli\u011fi kurulu \u00fcyelerine ve yedeklerine i\u015f sa\u011fl\u0131\u011f\u0131 ve g\u00fcvenli\u011fi konular\u0131nda e\u011fitim verilmesi sa\u011flanmas\u0131 zorunlu olup Kurul \u00fcyelerinin ve yedeklerinin e\u011fitimleri asgari a\u015fa\u011f\u0131daki konular\u0131 kapsamas\u0131 gereklidir.<\/p>\n<p style=\"text-align: justify;\">Kurulun g\u00f6rev ve yetkileri, \u0130\u015f sa\u011fl\u0131\u011f\u0131 ve g\u00fcvenli\u011fi konular\u0131nda ulusal mevzuat ve standartlar, S\u0131k\u00e7a rastlanan i\u015f kazalar\u0131 ve tehlikeli vakalar\u0131n nedenleri,\u00a0 End\u00fcstriyel hijyenin temel ilkeleri, Etkili ileti\u015fim teknikleri, Acil durum \u00f6nlemleri, Meslek hastal\u0131klar\u0131, \u0130\u015fyerlerine ait \u00f6zel riskler.<\/p>\n<p style=\"text-align: justify;\">\u0130\u015f sa\u011fl\u0131\u011f\u0131 ve g\u00fcvenli\u011fi kurullar\u0131n\u0131n g\u00f6rev ve yetkileri a\u015fa\u011f\u0131da belirtilmi\u015ftir;<\/p>\n<p style=\"text-align: justify; margin-left: 30px;\">a) \u0130\u015fyerinin niteli\u011fine uygun bir i\u015f sa\u011fl\u0131\u011f\u0131 ve g\u00fcvenli\u011fi i\u00e7 y\u00f6netmelik tasla\u011f\u0131 haz\u0131rlamak, i\u015fverenin veya i\u015fveren vekilinin onay\u0131na sunmak ve i\u00e7 y\u00f6netmeli\u011fin uygulanmas\u0131n\u0131 izlemek, izleme sonu\u00e7lar\u0131n\u0131 rapor haline getirip al\u0131nmas\u0131 gereken tedbirleri belirlemek ve kurul g\u00fcndemine almak,<\/p>\n<p style=\"text-align: justify; margin-left: 30px;\">b) \u0130\u015f sa\u011fl\u0131\u011f\u0131 ve g\u00fcvenli\u011fi konular\u0131nda o i\u015fyerinde \u00e7al\u0131\u015fanlara yol g\u00f6stermek,<\/p>\n<p style=\"text-align: justify; margin-left: 30px;\">c) \u0130\u015fyerinde i\u015f sa\u011fl\u0131\u011f\u0131 ve g\u00fcvenli\u011fine ili\u015fkin tehlikeleri ve \u00f6nlemleri de\u011ferlendirmek, tedbirleri belirlemek, i\u015fveren veya i\u015fveren vekiline bildirimde bulunmak,<\/p>\n<p style=\"text-align: justify; margin-left: 30px;\">d) \u0130\u015fyerinde meydana gelen her i\u015f kazas\u0131 ve tehlikeli vaka veya meslek hastal\u0131\u011f\u0131nda yahut i\u015f sa\u011fl\u0131\u011f\u0131 ve g\u00fcvenli\u011fi ile ilgili bir tehlike halinde gerekli ara\u015ft\u0131rma ve incelemeyi yapmak, al\u0131nmas\u0131 gereken tedbirleri bir raporla tespit ederek i\u015fveren veya i\u015fveren vekiline vermek,<\/p>\n<p style=\"text-align: justify; margin-left: 30px;\">e) \u0130\u015fyerinde i\u015f sa\u011fl\u0131\u011f\u0131 ve g\u00fcvenli\u011fi e\u011fitim ve \u00f6\u011fretimini planlamak, bu konu ve kurallarla ilgili programlar\u0131 haz\u0131rlamak, i\u015fveren veya i\u015fveren vekilinin onay\u0131na sunmak ve bu programlar\u0131n uygulanmas\u0131n\u0131 izlemek,<\/p>\n<p style=\"text-align: justify; margin-left: 30px;\">\u00a0f) Tesislerde yap\u0131lacak bak\u0131m ve onar\u0131m \u00e7al\u0131\u015fmalar\u0131nda gerekli g\u00fcvenlik tedbirlerini planlamak ve bu tedbirlerin uygulamalar\u0131n\u0131 kontrol etmek,<\/p>\n<p style=\"text-align: justify; margin-left: 30px;\">g) \u0130\u015fyerinde yang\u0131nla, do\u011fal afetlerle, sabotaj ve benzeri ile ilgili tedbirlerin yeterlili\u011fini ve ekiplerin \u00e7al\u0131\u015fmalar\u0131n\u0131 izlemek,<\/p>\n<p style=\"text-align: justify; margin-left: 30px;\">h) \u0130\u015fyerinin sa\u011fl\u0131k ve g\u00fcvenlik durumuyla ilgili y\u0131ll\u0131k bir rapor haz\u0131rlamak, o y\u0131lki \u00e7al\u0131\u015fmalar\u0131 de\u011ferlendirmek, elde edilen tecr\u00fcbeye g\u00f6re ertesi y\u0131l\u0131n \u00e7al\u0131\u015fma program\u0131nda yer alacak hususlar\u0131 ve g\u00fcndemi tespit etmek, i\u015fverene teklifte bulunmak, planlanan g\u00fcndemin y\u00fcr\u00fct\u00fclmesini sa\u011flamak ve uygulanmas\u0131n\u0131 de\u011ferlendirmek,<\/p>\n<p style=\"text-align: justify; margin-left: 30px;\">i) 4857 say\u0131l\u0131 \u0130\u015f Kanununun 83 \u00fcnc\u00fc maddesinde belirtilen taleplerin vukuunda acilen toplanmak ve karar vermek.<\/p>\n<p style=\"text-align: justify;\">\u0130\u015f sa\u011fl\u0131\u011f\u0131 ve g\u00fcvenli\u011fi kurullar\u0131 inceleme, izleme ve uyarmay\u0131 \u00f6ng\u00f6ren bir d\u00fczen i\u00e7inde ve a\u015fa\u011f\u0131daki esaslar\u0131 g\u00f6z \u00f6n\u00fcnde bulundurarak \u00e7al\u0131\u015f\u0131rlar. Kurullar en az ayda bir kere toplan\u0131r. Toplant\u0131n\u0131n g\u00fcndemi, yeri, g\u00fcn\u00fc ve saati toplant\u0131dan en az k\u0131rk sekiz saat \u00f6nce kurul \u00fcyelerine bildirilir. G\u00fcndem, sorunlar\u0131n ve projelerin \u00f6nem s\u0131ras\u0131na g\u00f6re belirlenir. Kurul \u00fcyeleri g\u00fcndemde de\u011fi\u015fiklik isteyebilirler. Bu istek kurulca uygun g\u00f6r\u00fcld\u00fc\u011f\u00fcnde g\u00fcndem buna g\u00f6re de\u011fi\u015ftirilir.<\/p>\n<p style=\"text-align: justify;\">A\u011f\u0131r i\u015f kazas\u0131 halleri veya \u00f6zel bir tedbiri gerektiren \u00f6nemli hallerde kurul \u00fcyelerinden herhangi biri kurulu ola\u011fan\u00fcst\u00fc toplant\u0131ya \u00e7a\u011f\u0131rabilir. Bu konudaki tekliflerin kurul ba\u015fkan\u0131na veya sekreterine yap\u0131lmas\u0131 gerekir. Toplant\u0131 zaman\u0131, konunun ivedilik ve \u00f6nemine g\u00f6re tespit olunur. \u0130\u015f yerinde i\u015f sa\u011fl\u0131\u011f\u0131 ve g\u00fcvenli\u011fi a\u00e7\u0131s\u0131ndan kendisinin sa\u011fl\u0131\u011f\u0131n\u0131 bozacak ve v\u00fccut b\u00fct\u00fcnl\u00fc\u011f\u00fcn\u00fc tehlikeye sokacak yak\u0131n, acil ve hayati bir tehlike ile kar\u015f\u0131 kar\u015f\u0131ya kalan i\u015f\u00e7i, i\u015f sa\u011fl\u0131\u011f\u0131 ve g\u00fcvenli\u011fi kuruluna ba\u015fvurarak durumun tespit edilmesini ve gerekli tedbirlerin al\u0131nmas\u0131n\u0131 talep edebilir. Kurul, ayn\u0131 g\u00fcn acilen toplanarak karar\u0131n\u0131 verir, bu durumu tutanakla tespit eder ve karar i\u015f\u00e7iye yaz\u0131l\u0131 olarak bildirilir.<\/p>\n<p style=\"text-align: justify;\">Kurulun ola\u011fan toplant\u0131lar\u0131n\u0131n s\u00fcresi toplam olarak ayda yirmi d\u00f6rt saati ge\u00e7emez. Bu toplant\u0131lar\u0131n g\u00fcnl\u00fck \u00e7al\u0131\u015fma saatleri i\u00e7inde yap\u0131lmas\u0131 as\u0131ld\u0131r. Kurulun toplant\u0131lar\u0131nda ge\u00e7ecek s\u00fcreler g\u00fcnl\u00fck \u00e7al\u0131\u015fma s\u00fcresinden say\u0131l\u0131r. Kurul \u00fcyeleri yapt\u0131klar\u0131 g\u00f6rev dolay\u0131s\u0131yla maddi-manevi zarara u\u011frat\u0131lamaz.<\/p>\n<p style=\"text-align: justify;\">Kurul, \u00fcyelerin \u00e7o\u011funlu\u011fu ile toplan\u0131r, kararlar toplant\u0131ya kat\u0131lanlar\u0131n oy \u00e7oklu\u011fu ile al\u0131n\u0131r. Oylar\u0131n e\u015fitli\u011fi halinde ba\u015fkan\u0131n oyu karar\u0131 belirler. \u00c7o\u011funlu\u011fun sa\u011flanamad\u0131\u011f\u0131 veya ba\u015fka bir nedenle toplant\u0131n\u0131n yap\u0131lmad\u0131\u011f\u0131 hallerde durumu belirten bir tutanak d\u00fczenlenir. Her toplant\u0131da, g\u00f6r\u00fc\u015f\u00fclen konularla ilgili al\u0131nan kararlar\u0131 i\u00e7eren bir tutanak d\u00fczenlenir. Tutanak, toplant\u0131ya kat\u0131lan ba\u015fkan ve \u00fcyeler taraf\u0131ndan imzalan\u0131r ve gere\u011fi yap\u0131lmak \u00fczere i\u015fverene bildirilir. \u0130mzal\u0131 tutanak ve kararlar s\u0131ras\u0131yla \u00f6zel dosyas\u0131nda saklan\u0131r. Toplant\u0131da al\u0131nan kararlar gere\u011fi yap\u0131lmak \u00fczere ilgililere duyurulur. Ayr\u0131ca i\u015f\u00e7ilere duyurulmas\u0131 faydal\u0131 g\u00f6r\u00fclen konular i\u015fyerinde il\u00e2n edilir. Her toplant\u0131da, \u00f6nceki toplant\u0131ya ili\u015fkin kararlar ve bunlarla ilgili uygulamalar hakk\u0131nda ba\u015fkan veya kurulun sekreteri taraf\u0131ndan kurula gerekli bilgi verilir ve g\u00fcndeme ge\u00e7ilir.<\/p>\n<p style=\"text-align: justify;\">\u0130\u015fveren veya i\u015fveren vekili, toplant\u0131 i\u00e7in gerekli yeri, ara\u00e7 ve gere\u00e7leri sa\u011flamakla y\u00fck\u00fcml\u00fcd\u00fcr. \u0130\u015fveren veya i\u015fveren vekili, kurulca haz\u0131rlanan toplant\u0131 tutanaklar\u0131n\u0131, kaza ve di\u011fer vakalar\u0131n inceleme raporlar\u0131n\u0131 ve kurulca i\u015fyerinde yap\u0131lan denetim sonu\u00e7lar\u0131na ait kurul raporlar\u0131n\u0131, i\u015f m\u00fcfetti\u015flerinin incelemesini sa\u011flamak amac\u0131yla, i\u015fyerinde bulun- durmakla y\u00fck\u00fcml\u00fcd\u00fcr. \u0130\u015fverenler, i\u015f sa\u011fl\u0131\u011f\u0131 ve g\u00fcvenli\u011fi kurullar\u0131nda mevzuata uygun olarak verilen kararlar\u0131 uygulamakla y\u00fck\u00fcml\u00fcd\u00fcr.<\/p>\n<p style=\"text-align: justify;\">\u0130\u015f sa\u011fl\u0131\u011f\u0131 ve g\u00fcvenli\u011fi kurullar\u0131, yapacaklar\u0131 tekliflerde, bulunacaklar\u0131 tavsiyelerde ve verecekleri kararlarda i\u015fyerinin durumunu ve i\u015fverenin olanaklar\u0131n\u0131 g\u00f6z \u00f6n\u00fcnde bulun- dururlar. Kurul \u00fcyeleri, g\u00f6revleri nedeniyle \u00f6\u011frendikleri mesleki tekniklere ve \u00e7al\u0131\u015fma metotlar\u0131na ili\u015fkin s\u0131rlar\u0131 gizli tutmak zorundad\u0131rlar.
